I seek refuge in Allah from the accursed shaytan.
In the Name of Allah, the Most Gracious, the Most Merciful!
Verily, all praise is for Allah, we praise Him and seek His help,
guidance and forgiveness. We seek refuge in Allah from the evil of
ourselves and the wickedness of our own deeds. Whomever Allah guides,
cannot be led astray and whomever Allah misguides, none can guide him. I
bear witness that none has the right to be worshiped except Allah alone,
and I bear witness that Muhammad is His slave and Messenger. To proceed:
as-Salamu ‘alaykum wa-rahmatu-Llahi wa-Barakatuh!
I am the Amir of the Mujahideen in Caucasus and I address this message
to all those who ascribe themselves to the representatives of the
Mujahideen of Caucasus in different countries. Today is the 24th day of
the month of Shawwal, year 1428.
More than a week ago I received an e-mail from some meeting or a round
table, I don't know how to call it, the meeting of people who must
represent the Mujahideen of Caucasus in different countries. I must say
straight away that it was not easy for me to listen to what was said and
spoken at that meeting, because some speeches contained blatant mocking
at the Jihad and the Shari'ah.
That meeting was triggered by my statement to the Muslims, that I read
out on the 25th of the month of Ramadan. Some outsiders who had nothing
to do with our issue were present at the meeting but there were also
those who in their time went away as Mujahideen, led Jama'ahs and called
people to Islam. Therefore I consider it my duty to answer them, but I
want to warn them that this is the last discussion on this topic.
I will read my statement again and let nobody have unnecessary
conjectures. Long ago the time has come to have some responsibility for
words one utters. It is my duty to adhere to this Islamic rule and I
will hold responsible everyone who talks on behalf of the Mujahideen or
represents them.
On 25 Ramadan I issued a statement to the fighting Mujahideen of
Caucasus and oppressed Muslims of Idel-Ural, Siberia and other lands
occupied by Rusnya. Two responsible representatives were charged with
publishing that statement. Instead of carrying out their mission without
delay they submitted my order, the order of the Amir, to the democratic
referendum of some meeting. This disobedience will not be left without
consequences and those two people will be properly punished according to
the Shari'ah.
Now regarding the meeting. The panic that prevailed on that meeting
visibly prevented the speakers from bringing reasonable arguments and
speaking in a logical manner. What in my statement caused such panic and
confusion of those people who call themselves Muslims and consider Jihad
fard ‘ayn for everybody?
I will briefly remind the meaning and content of what I said. In the
Name of Allah, the Most Gracious, the Most Merciful! I said: La ilaha
illa Allah, all Muslims are my brothers, and all kuffar who wage war
against the Muslims, especially those who wage the war today, are my
enemies, because they are the enemies of Allah.
La ilaha illa Allah requires from a believer denial of any taghut,
therefore I deny any authority and any law that are not from Allah. I
deny any rules and systems thrust on Muslims by kuffar, and I don't
recognize borders which are used by kuffar to divide Muslims. This is
all I said.
I said intelligibly enough. So a question occurs to me: how could people
who call themselves Muslims arrange a referendum regarding these words?
How come those people reached a point where they managed to criticize
"La ilaha illa Allah", allegedly basing their criticism on the Shari'ah?
One of the main accusations brought against me by the meeting was that I
did not co-ordinate my statement with the so called ‘ulama' that
participated there [at the meeting]. It is true, I did not co-ordinate
the statement with them. The words that I said do not require anyone's
approval. They are prescribed by Allah and everyone who considers
himself Muslim is obliged to say and repeat them. And even if the whole
world will stand against me, I will not renounce these words, Inshaallah.
Not only my appeal and my statement were approved by the Mujahideen, but
caused an open rejoicing among them. They said:
"At last we have clearly determined under which banner we wage Jihad, we
fight". Al-hamdu Lillah.
I would like to note that the participants of the meeting, judging by
their speeches, are so far away from the real events and from the
Mujahideen, from the comprehension of the situation, from the reality of
Jihad, that it can can cause nothing but regret. Today thousands of
Mujahideen of the multi-ethnic Caucasus went to Jihad against the
infidels. Bases of the Mujahideen have spread out along the whole
Caucasus Ridge: from Azerbaijan to Abkhazia. Generation of Mujahideen
has been replaced in a short time, today the overwhelming majority of
those who take part in Jihad are Islamic youth. These young Mujahideen,
praise be to Allah, can't imagine that it is possible to follow anything
except the Quran and the Sunnah, they can't imagine that it is possible
to venture under a banner other than the banner of the Prophet (peace
and blessings of Allah be upon him). And they know exactly that they
went for Jihad not to establish democracy of Ichkeria, but to establish
the Shariah in the Caucasus.
Now regarding the "ulama" who appeared on that meeting. All three of
them separately sent me audio recordings containing edifications and
accusations. From their verbose conglomerations I couldn't catch logic
of their sermons. As far as I understood, 13 years of Jihad against the
infidels is not a cause to declare the infidels our enemies.
As for the message from one of them, it puzzled me a lot, he tried to
frighten me that Allah would punish me in the Judgment Day for my words.
For what? For I said "None has the right to be worshiped except Allah
alone", "La ilaha illa Allah", and for my striving to apply it in
practice. As far as we know, the punishment will befall the one who does
not stick to this formula. In the end I caught a frank phrase: I should
be punished because my words can cause problems for his quiet life
abroad. And the same problem troubles most of all all representatives
who were present at that round table.
In order to finish the talk about the ‘ilm and ‘ulama' I will say that
there were ‘ulama' who participated in this Jihad. Most well-known among
them: Abu ‘Umar, Abu Junayd (may Allah bless their Jihad). Nobody from
the Mujahideen remembers that they called themselves ‘ulama'. The
brothers told me that the teacher of Abu ‘Umar, ibn ‘Uthaymin, a scholar
well-known in the Islamic world, called himself a student in the very
beginning. ‘Umar ibn al-Khattab (may Allah be pleased with him) said:
"If a person has an admiration for his ‘ilm then
he has enough ignorance, and if a person fears Allah he has enough
knowledge".
Among those who voiced dissatisfaction with my statement were people who
are considered, so to speak, veterans of the Islamic movement in
Caucasus. They were shocked that I called kuffar a despicable nation,
but it is not my invention, it is said in the Quran, that a kafir is the
lying impious najas, filthy[1]. Maybe those activists thinks that it is
undesirable to quote some ayat of the Quran because of the international
situation? And what gave them the idea that Allah treats Muslims and
non-Muslims equally[2]? It is said in the Quran that the sustenance from
Allah in this worldly life does not depend from one's belief or
infidelity[3], and it is said in the hadith that if Allah would value
this dunya more than a mosquito's wing, He would not give a kafir a
drink of water[4].
Listening to the speeches at that meeting it was apparent that they
ignored one of the main regulations of Islam, al-wala' wa-al-bara', love
and hate for Allah's sake. Some of the participants do not find kuffar
stinking, moreover, they seek their friendship and recognition, they
seek greatness from kuffar, forgetting that the greatness is exclusively
from Allah.
It is said in the Quran (interpretation of the meaning):
"O you who believe! Take not the Jews and the
Christians as awliya' (friends, protectors, helpers), they are but
awliya' of each other. And if any amongst you takes them as awliya',
then surely, he is one of them. Verily, Allah guides not those people
who are the zalimun (polytheists and wrong doers and unjust)"[5].
It is said: he is one of them.
It was most unpleasant that when someone who is "one of them" blatantly
ridiculed the world-wide Jihad and the Mujahideen, repeating familiar
accusations that we created a terrorist organization, nobody of the
participants of that meeting condemned him and nobody was indignant.
One of the main accusations of that round table: it was early to declare
an Emirate, [because] the Prophet (peace and blessings of Allah be upon
him) in the beginning established a powerful base. It is hard to
disagree. What did the power of that base in Madinah, established by the
Prophet (peace and blessings of Allah be upon him), consist of? The
whole power consisted of approximately 120 Muhajirin and around 250
Ansar. The power did not measure in the amount of men or material
resources, the power consisted of several hundreds of companions of the
Prophet (peace and blessings of Allah be upon him), who were firm and
unshakeable in their belief. Today we try to raise such men in Jihad.
Inshaallah, they will constitute a base for the revival of Islam in the
whole world.
Of course, today's Mujahideen don't reach the level of Sahabah, but it
is worth noting that today's hypocrites are not second in their
hypocrisy to the hypocrites who lived during the time of the Prophecy.
They meet the description given by the Prophet (peace and blessings of
Allah be upon him): when they speak they lie, when they are entrusted
they betray, when they argue they transgress all boundaries[6].
I heard on that
meeting threats against me, that they will make me pay and so on. I am
not afraid of the threats but I am not going to ignore them either.
Now I want to make a warning.
First: anyone who will oppose the Mujahideen and try to propagandize and
spread democracy will be considered an apostate, because democracy is
kufr and the outcome of kufr. Those people can be deluded that they are
unreachable for the justice and the punishment. I recommend not to hope
on that.
If in the territories
where there are Mujahideen who swore an oath to me, will emerge some
independent amir, his beheading will be the first mission of the
Mujahideen, as it is demanded by the Shari'ah and prescribed by the
Shari'ah.
If there will emerge people who will negotiate with Russian kuffar, with
Russian secret services without my consent, behind my back, it will be
considered a betrayal, with all resulting consequences.
And now: I understood from your words at your meeting, someone was
engaged in such negotiations, I will not mention his name, but that
person knows himself, and I order that man, in the course of one month,
at his own expense, to come here and appear in front of me. The
countdown begins from the moment of receiving this message. I think that
it is not a secret for anyone, we have an audio recording where that
person himself bragged about meeting with secret services and
negotiating.

(Paradise) of your Lord is better than the (wealth of this world) which
they amass" (Surat al-Zukhruf (the Gold Adornments), 43:32).
Allah says
(interpretation of the meaning): "Yet all this (i.e. the roofs, doors,
stairs, elevators, thrones of their houses) would have been nothing but
an enjoyment of this world. And the Hereafter with your Lord is (only)
for the Muttaqun" (Surat al-Zukhruf (the Gold Adornments), 43:35).

said: "If this world was worth a mosquito's wing before Allah, He would
not give a disbeliever a drink of water" (Sunan al-Tirmidhi, #2320,
Hilyat al-Awliya' by Abu Nu'aym, 3/253). al-Tirmidhi called this hadith
authentic, al-Albani also called this hadith aithentic (Sahih Sunan al-Tirmidhi).
Ahadith with similar meaning: Sunan ibn Majah, #3110, al-Hakim's
collection, 4/306, al-Mu'jam al-Kabir by al-Tabarani, #5921.

characteristic of hypocrisy unless and until he gives it up. Whenever he
is entrusted, he betrays, whenever he speaks, he tells a lie, whenever
he makes a covenant, he proves treacherous, and whenever he quarrels, he
behaves in a very imprudent, evil and insulting manner" (Sahih al-Bukhari,
#34).

2 Dhu al-Qi'dah

In the Name of
Allah, the Most Gracious, the Most Merciful!
All praise is for
Allah alone, peace and blessings upon the one, after whom there will be
no more prophets.
as-Salamu ‘alaykum
wa-rahmatu-Llahi wa-Barakatuh!
Today is the 2nd day
of the month of Dhu al-Qi'dah. I have delayed my first message, which
must be published, because I have received additional messages and
edifications from the participants of your round table. I have listened
to all these audio messages, made some notes, understood the essence of
your worries and anxieties.
As I understood, the
whole world collapses if I will not renounce my statement. I want to
warn you again: my declaration will not be revised. And the Mujahideen
will adhere to this statement, all Mujahideen fighting in the North
Caucasus.
You have confusion in
your minds, you imagined that the Mujahideen who fight for the sake of
Allah and endure all hardships, depend on you and your activity. Make no
mistake, it is your activity which depends on the Mujahideen and our
struggle. It is your activity which will lose its validity if there will
be no sanctions from amirs of the Mujahideen of the Emirate of Caucasus.
And how you carry out your activity as representatives of the fighting
Mujahideen is a separate story. I will say only one and only thing: not
a single cent, not a single kopeck, collected for Jihad, will not be
left unaccounted for, either before me or after me, Inshaallah.
I have listened to
your edifications and advices, now you listen to my admonitions for you.
You have broken away from the fighting Mujahideen. Old warriors whom you
knew partly became Shuhada', partly moved away from Jihad or joined the
apostates, and only a few of them remain today. Young Mujahideen have
come. These young Mujahideen are 19-20 years old, you don't know them
and they don't know you.
The first question
asked by the young Mujahideen about a person is "what is his ‘aqidah?".
And I try not to lag behind them in studying the fundamentals of the
Tawhid, and I tell you that the knowledge of ‘aqidah can be acquired
only in Jihad.
I am not surprised by
speeches of some of the participants of your meeting, who long ago
crossed the border after which it is hard to ascribe them to Muslims. I
am surprised by ‘ulama' who threaten me with Allah's punishment for my
desire to put into practice "La ilaha illa Allah". I am surprised that I
can't call my enemies kuffar who shed Muslim blood everywhere. Or,
according to you, I must issue "political statements" which we heard on
television from Hamas? Or Iraq and Afghanistan are internal affair of
America, and Somalia is an internal affair of Ethiopia?
I never liked politics
and everyone thought I am far from it. No. I just always despised
politics where there are visible cowardice, hypocrisy and filth. And now
I know that politics coming from kuffar is not worth a brass farthing.
Only an ill person can believe that kafir Putin for his shedding of
Muslim blood in Caucasus will be put under trial by kuffar of America,
England and Israel, who shed Muslim blood all over the world. Only an
ill person can believe it. I want to finish my admonition on this.
Now the main point. I
want to remind all of you once more, that I am the Amir of the Emirate
of Caucasus and the Wali of the wilayah of Nokhchicho. I did not resign
as the Amir of Nokhchicho and I am not going to do that, Inshaallah.
And now my order to
you: don't submit my statements and addresses to any discussions and
votings in the future.
I order the head of
the Mukhabarat, Tarhan Gazi, to examine Ahmed Zakayev's calls to disobey
me, and his attempts to sow discord and cause dissent among the
Mujahideen.
Anti-Muslim
pronouncements by Ahmed Zakayev, his mocking of Islam and Shari'ah, his
calls to kufr to be submitted for examination to the main judge of the
Shari'ah court of the Emirate of Caucasus, Anzor Astemiri.
Representative of our
brother ‘Abdullah, Shahid, Inshaallah, who announced that he was
contacted by Russian secret services, is required to come to me in a
month's time for explanations.
I forbid all those who
disagree with my statement, all those representatives who disagree with
my statement, to act on behalf of the Mujahideen in the future. It is
the final decision.
Glory be to You, oh
Allah, and praise be to You, I testify that none has the right to be
worshiped except You Alone, I ask You for forgiveness and direct to You
my repentance.
